The Nigeria–China Strategic Partnership (NCSP) and the Presidential Implementation Committee on Technology Transfer (PICTT) have signed a Memorandum of Understanding to advance cooperation in technology transfer, industrial development and strategic investment facilitation.

The ceremony brought together the NCSP Director General, the leadership of PICTT led by its Chairman, Dr. Dahiru Mohammed, and the Special Adviser to the President on Industry, Trade and Investment, Mr John Uwajumogu. Senior officials from both NCSP and PICTT were also present.

Dr. Mohammed stressed that technology transfer and strong local content participation are central to the success of Nigeria’s industrial and infrastructure projects. He added that while the MoU is an important milestone, the real measure of progress will come from coordinated, immediate implementation.

Mr Uwajumogu noted that China remains Nigeria’s largest trading partner. He underscored the need for structured frameworks that can identify and attract high value investments capable of driving industrialisation and creating jobs.

Ms Judy Melifonwu, NCSP’s Head of International Relations, said the MoU will open new opportunities for Nigeria, including improved access to advanced Chinese technology, more STEM scholarships and technical training, stronger mechanisms for strategic investment identification and collaboration in areas such as steel development, agriculture, automobile industrial parks and cultural industrial initiatives.

The NCSP Director General reaffirmed the organisation’s commitment to disciplined execution. He said NCSP sees in PICTT a partner aligned in purpose and capability and highlighted the importance of measurable indicators and accountability systems to ensure the partnership delivers real national value.

The MoU marks the start of a more deliberate phase of Nigeria–China cooperation focused on delivery, local content development and sustainable economic growth.
