Industry regulator, the Nigerian Civil Aviation Authority (NCAA) withdrawn services rendered to a total of 11 domestic airlines pending the settlement of their outstanding debts to the agency.

A notice distributed to NCAA’s directorates and dated May 22, 2026, directed them to comply with the memo, directed all its directorates not to deal with the 11 affected domestic airlines ‘without financial clearance from the Directorate of Finance and Accounts.’

The notice titled “Updated List of Airlines on No-Pay-No-Service,” and signed by the Director of Finance and Accounts, Olufemi Odukoya, listed the affected airlines to include; Air Peace Limited, Ibom Air Limited, Arik Air Limited, United Nigeria Airlines, Umza Air, NGeagle Airline, Max Air Limited, Caverton Helicopters, Overland Airways, Rano Air, and ValueJet.

“Director-General of the NCAA, Capt. Chris Najomo, has directed that no directorate should render any service to the affected airlines without financial clearance from the Directorate of Finance and Accounts,” read the memo.

Oracle Intelligence gathered that NCAA action is taken against the backdrop of seeming failure by domestic carriers in the country to remit the statutory 5 percent Ticket Sales Charge (TSC) levy collected from passengers to the agency to address the purpose over which the levy was imposed.

According to NCAA, airlines have been collecting the levy from their passengers but have failed to remit same to the agency despite repeated notifications, with the carriers citing challenging operating environment in the country.
