Data access centers have now been opened to pre-qualified bidders in Nigeria’s 2025 oil and gas licensing round, marking the transition into a more technical phase of the process.

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) confirmed that, following the successful completion of the pre-qualification stage, approved applicants can begin leasing subsurface data needed to evaluate the exploration blocks on offer.

The Commission had earlier notified successful applicants on March 16, 2026, in line with the official guidelines for the 2025 Licensing Round. With that screening phase concluded, attention now shifts to detailed data analysis and bid preparation.

Access to data is restricted and structured. Pre-qualified bidders are required to lease information only from two designated data sources, where applicable. They must also upload proof of payment as a mandatory condition before submitting their technical and commercial bids.

This step is central to the integrity of the licensing process. By ensuring that all bidders rely on verified and standardized datasets, the Commission aims to promote transparency and enable more accurate asset valuation.

The 2025 Licensing Round is part of Nigeria’s broader push to attract fresh investment into its upstream sector. While any new discoveries or production increases from this round will take time to materialize, opening the data rooms signals tangible progress toward unlocking future capacity in the country’s oil and gas industry.
