The Nigerian Content Development and Monitoring Board (NCDMB) will on July 27, 2026, officially launch the Nigerian Content Trainers’ Registration Certificate (NCTRC), a digital certification platform designed to strengthen quality assurance, standardisation, and transparency in human capacity development across Nigeria’s oil and gas industry.

The platform, which will become accessible through the Nigerian Oil and Gas Industry Content Joint Qualification System (NOGIC-JQS) portal, is expected to establish a uniform framework for assessing and certifying training service providers operating within the sector.

The NCTRC was developed by the Board as part of efforts to implement the Regulation for Training in the Nigerian Oil and Gas Industry, issued in February 2021. The regulation empowers the NCDMB to prescribe minimum standards for training facilities, technology, and personnel development while establishing a comprehensive verification system for routine inspections, assessments, and performance ratings of training providers.

Under the framework, the Board is also required to verify all information relating to industry training programmes submitted by operators and training providers on the NOGIC-JQS platform.

Developed by the Directorate of Capacity Building through its Infrastructural Development Division, the certification platform provides a transparent and standardised mechanism for evaluating training organisations based on the quality of their facilities, faculty, equipment, accreditations, operational capabilities, and previous training experience.

The certification programme covers eleven specialised Areas of Training Specialization (ATS), namely Health, Safety and Environment; Engineering and Quality Assurance; Petroleum and Geosciences; Drilling, Production Operations and Oil and Gas Processing; Facilities Design and Construction; Project Management; Supply Chain Management; Asset Management and Maintenance; Information and Communication Technology; Entrepreneurship, Soft Skills and Oil and Gas Business; and Maritime, Nautical Studies and Offshore Logistics.

According to the Board, organisations seeking certification will be assessed against clearly defined criteria, including the adequacy of training facilities, availability of qualified instructors, relevant accreditations, training equipment, previous experience, and capability to provide on-the-job training.

Successful applicants will be classified into five categories based on their demonstrated capacity and operational capability, with certificates remaining valid for two years before renewal.

NCDMB said the initiative is expected to improve confidence in training providers by ensuring that only organisations with the requisite facilities, personnel, and technical competence are certified to deliver industry training. It also aims to improve the credibility, quality, and standardisation of training programmes while supporting the development of a globally competitive Nigerian workforce.

As part of the certification process, applicants will be required to provide verifiable information on their facilities, instructors, accreditations, equipment, previous training activities, and operational capacity. The Board will undertake documentary reviews and, where necessary, conduct physical or virtual inspections to validate submitted information before granting certification.

The Board emphasised that applications for the Nigerian Content Trainers’ Registration Certificate are completely free of charge.

It also reminded prospective applicants that, in line with the Presidential Directive on Local Content Compliance, it does not recognise the use of consultants, agents, or other third parties in processing NCTRC applications. All applications, it said, must be submitted directly by registered companies through their respective NOGIC-JQS accounts.

NCDMB further warned that the submission of forged or falsified documents constitutes a criminal offence and could attract administrative sanctions, cancellation of certificates, and prosecution under the Nigerian Oil and Gas Industry Content Development Act, the Criminal Code Act, and other applicable laws.

The Board encouraged training providers and other industry stakeholders to study the NCTRC Application Guidance Notes and begin submitting applications through the NOGIC-JQS portal from Monday, July 27, 2026.

According to the NCDMB, the introduction of the NCTRC reinforces its commitment to implementing the objectives of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act by ensuring that training delivered within Nigeria’s oil and gas industry consistently meets internationally accepted standards of quality, competence, and excellence.
